Cost Assessment Model

Request for Stakeholder input by February 17, 2006 on worldwide review of alternative processes to allocate regulatory costs and recommended approach for the OEB – January 2006.

The Board recovers its operating and capital costs through assessments to the natural gas and electricity market participants that it regulates. The cost assessment model is the approach used by the OEB to allocate costs.

Performance Standards for Processing Applications

The OEB is committed to improving the timeliness and efficiency of processing applications. In 2005, the Board initiated new Performance Standards for processing applications. With input from stakeholders and others, the Board completed this three-year business plan containing key business objectives including a commitment to improving the timeliness and efficiency of processing applications. After a thorough internal review of our processes, analysis of previous performance results and stakeholder input, a new set of performance measures was implemented starting with 2005-2006.

 

Policies

 

Process Improvements

The Report with Respect to Decision-Making Processes at the OEB contains recommendations for the greater use of codes, rules and guidelines for policy making, in order to enhance how parties participate in hearings, and new approaches to settlement. Implementation of some of these recommendations may require changes to the Board's Rules of Practice and Procedure. The Report also contains recommendations regarding the role of staff in hearings. These recommendations have been implemented.

 

Regulatory Cost Measures

The Board posted a survey and report prepared by Elenchus Research Associates on behalf of the OEB: The survey looks at practices of regulators in other jurisdictions with regard to regulatory cost measures. The report presents its findings and makes recommendations to the OEB.
