CHIEF OPERATING OFFICER
Aleck Dadson joined the Ontario Energy Board in December 2007 as Chief Operating Officer after an extensive career in the energy sector in North America and Europe. Most recently, Aleck was Senior Vice President, Government & Regulatory Affairs at Direct Energy, a leading North American marketer of energy and related services. During 2005 to 2007, he was based in the UK as head of the regulatory function at Centrica plc, an integrated energy company with major retail and wholesale operations in both the gas and power sectors. In his previous positions in industry, Aleck led government affairs in Canada for Enron Corp. and was involved in the initial restructuring of Ontario’s electricity market. Aleck is a lawyer by training and, until 1997, was a partner at Osler, Hoskin & Harcourt, practicing primarily in the area of energy regulation. He has served as Special Counsel to the OEB regarding bulk power rates of the former Ontario Hydro and as a member of the first Technical Panel of the IESO. Aleck is a graduate of Oxford University, University of Toronto Law School and Yale Law School.

MARKET OPERATIONS
Mark Garner was appointed in April 2004 as the Market Operations Managing Director for the Ontario Energy Board after holding increasingly senior assignments since joining the Board in 1994. He has served as Director of Licensing in the legacy Board, interim Secretary to the new Board as well as Applications Director. An economist by training, Mr. Garner has 15 years of senior regulatory experience, having served for five years with the Ontario Telephone Service Commission.
REGULATORY POLICY DEVELOPMENT
Marika Hare joined the Ontario Energy Board as Managing Director, Regulatory Policy Development in February 2006, after a long career in the natural gas sector. Most recently Ms. Hare was with Enbridge Gas Distribution (formerly Consumers Gas) where she held a variety of positions during her 15 years with the company, including: Regional General Manager Central Region Operations; Director Regulatory Affairs; Director Business Development; Director Strategic Planning; and Director Environmental Affairs. Prior to Enbridge, Ms. Hare was with TransCanada Pipelines where she held increasingly responsible positions in the environmental and right-of-way areas. Ms. Hare holds a Master of Business Administration degree from the University of Toronto as well as a Master’s degree in Environmental Studies from York University.
GENERAL COUNSEL
Mary Anne Aldred joined the Ontario Energy Board as General Counsel in November 2006. Prior to joining the Board, Ms. Aldred was a lawyer and regulatory affairs advisor for over 12 years with Hydro One and the former Ontario Hydro where she held the roles of Assistant General Counsel, Senior Legal Counsel and Director, Transmission Regulation. Ms. Aldred has provided legal counsel and leadership on a range of issues, including rates and facilities applications made to the OEB and has provided advice on aligning regulatory strategy with business goals, on government relations, administrative law and civil litigation. Ms. Aldred obtained her law degree at the University of Western Ontario and was called to the Bar of Ontario in 1986.
BUSINESS SERVICES
Catherine Barker-Hoyes, who in May 2004 joined the Ontario Energy Board as Managing Director, Business Services, has led the accounting, budgeting, financial analysis and business planning information technology, human resources, purchasing and facilities and operations of major companies in Canada. Ms. Barker-Hoyes’ most recent position was Vice-President, Finance and Administration and Chief Financial Officer with Alphanet Telecom Inc. As well, she has served as Vice-President, Finance and Business Systems and CFO at Ontario Hydro Technologies. Previously, Ms. Barker-Hoyes held similar senior executive responsibilities as Chief Financial Officer at Tandem Computers. A Certified General Accountant (CGA) with an MBA degree, she has also held progressively responsible positions at IBM, Xerox of Canada, Northern Telecom and Philips Electronics.
