Regulated Price Plan (RPP) - (RP-2004-0205)
At the request of the Minister of Energy, the Ontario Energy Board developed an electricity price plan that provides stable and predictable electricity pricing, encourages conservation and ensures the price consumers pay for electricity better reflects the price paid to generators. Effective May 1, 2009, eligible consumers pay 5.7 cents per kilowatt hour (kWh) up to a certain threshold each month, and 6.6 cents per kWh for electricity used per month over this amount. This amount is reflected on the “Electricity” line on consumers’ bills.
The price threshold – the amount of electricity that is charged at the lower price – changes twice a year for residential consumers. The price threshold will be 600 kWh per month in the summer (May 1st to October 31st) and 1,000 kWh per month in the winter (November 1st to April 30th). Prices are reviewed and may change every six months based on an updated Board forecast and any accumulated differences between the amount that consumers paid for electricity and the amount paid to generators in the previous period.
As part of the Regulated Price Plan, the Board also sets time-of-use (or "smart meter") prices for eligible consumers of utilities that have opted to provide time-of-use pricing to its customers with smart meters. This only applies to a small group of consumers at this time. The Board also recently implemented a pilot project called the Ontario Smart Price Pilot to test the current time-of-use prices.
