Comparison of Ontario Electricity Distributors Costs (EB-2006-0268)
This project is part of the Board's further development of the work that was started in 2006 EDR under the Comparator and Cohort initiative. Board staff began a staged consultation process on comparison of distributor costs in November 2006. Board staff hired Pacific Economics Group (PEG), Dr. Mark Lowry, who used data provided to stakeholders in November 2006 as the basis of the benchmarking work. PEG's report is now available for review and comment by interested parties by June 26, 2007. Cost awards are available and the details appear in the Board's letter. Release of the PEG report is a step in the evolution of the Board's consideration and development of regulation of the sector.

Today the Board issued the final report prepared for Board staff by its consultant, Pacific Economics Group (PEG), entitled "Benchmarking the Costs of Ontario Power Distributors". A party wishing to provide comments should respond in writing by April 28, 2008. Cost award claims for this project docket should be filed by eligible parties with Board Secretary by May 30, 2008. The program code that PEG used to compile statistics from distributor data is available to interested parties upon request. The Excel worksheet containing distributor data has also been posted to assist parties to analyze the results of the benchmarking report. |

Today the Board released an agenda and an updated data file in advance of the Technical Consultation on the Comparison of Distributor Costs (EB-2006-0268) which will be held on September 12 and 13, 2007. The data file is similar to the one released on November 24, 2006. This spreadsheet incorporates the 2006 financial and statistical information as well as gross capital additions for 2002 to 2006 to support work in evolving the comparative utility analysis methodology. Newmarket for 2003 and Whitby for 2005 have reclassified non-OM&A items into the proper 2006 EDR grouping. On the Cost per Customer tab of the data file, the utility groupings reflect the recommendations made in the report of Pacific Economics Group on April 27, 2007. |

Today the Board has posted the replies in response to the Board's letter inviting interested parties to comment on the report prepared by Pacific Economics Group entitled 'Benchmarking the Costs of Ontario Power Distributors'.
