Conservation and Demand Management Input Assumptions (EB-2008-0352)
On March 28, 2008, the Board issued the “Guidelines for Electricity Distributor Conservation and Demand Management” (the “Guidelines”), which consolidate all of the Board’s policies relating to conservation and demand management (“CDM”) activities undertaken by electricity distributors in Ontario. Under the Guidelines, the cost effectiveness of CDM programs is evaluated using the Total Resource Cost (“TRC”) test. Conducting the TRC test entails consideration of certain avoided costs and of certain input assumptions. To that end, the Board developed “Inputs and Assumptions for Calculating Total Resource Costs”. The Board is now consulting on a proposal to endorse for use by distributors updated inputs assumptions that have been developed by the Ontario Power Authority.
