Conservation and Demand Management (CDM)

Regulatory Treatment of CDM Activities by Electricity Distributors (EB-2006-0266)

The objective of this project is to ensure that a long-term regulatory framework is in place to address any rate-related matters stemming from distributor involvement in the delivery of CDM programs funded by the OPA, and through distribution rates. This work was informed, in part, by comments received on a proposal received from the Electricity Distributors Association (EDA), regarding a revenue stabilization mechanism for local electricity distributors (LDCs). On May 16, 2007, the Ontario Energy Board issued a Decision and Order on Cost Awards for EB-2006-0266. The Board inadvertently excluded a cost claim from the Consumers Council of Canada . The Board has now issued a Vary Decision and Order on Cost Awards in respect of this initiative.

Mar 23-07

The Board issued a Notice of Hearing on Cost Awards in relation to this initiative. Key dates in notice: eligible parties' cost claims due April 13, 2007; distributor objections, if any, due April 27, 2007; and eligible parties' reply submissions due May 4, 2007.

The Board has issued its final Report of the Board on the regulatory treatment of conservation and demand management activities by electricity distributors.

The Board issued its Decision on Cost Eligibility in relation to this initiative. Appendix A to the Decision sets out a list of all participants in this process.

Jan 25-07

The Board has issued a Staff Discussion Paper on the regulatory treatment of conservation and demand management activities by electricity distributors. Interested parties are invited to submit written comments by February 9, 2007.

Jan 12-07

The Board has posted requests for cost eligibility received in relation to the Board's initiative to develop a regulatory framework for conservation and demand management activities by electricity distributors. Electricity distributors who wish to object to any of the cost eligibility requests must file their objection with the Board by January 26, 2007.

The Board has issued a letter outlining the process it intends to use in relation to the development of a regulatory framework for conservation and demand management activities by electricity distributors. The letter also addresses the issue of cost awards. Interested parties are invited to indicate their interest in participating in this project by December 22, 2006.
