Integrated Power System Plan (IPSP) Review

Under the Electricity Act, 1998, the Ontario Power Authority (OPA) is responsible for developing both an integrated power system plan (IPSP) and appropriate procurement processes for managing electricity supply, capacity and demand in accordance with its approved IPSP. The OPA’s IPSP and procurement processes must both be submitted to the Ontario Energy Board (Board) for review and approval.

On August 29, 2007 the Board received from the OPA applications for review and approval of the IPSP and for the electricity procurement processes of the OPA.

On October 2, 2008, the IPSP hearing was adjourned until further notice.

Oct 3-08	OEB Adjourns Review of the Ontario Power Authority’s Integrated Power System Plan and Procurement Processes On October 2nd, the Ontario Energy Board announced the adjournment of the current Integrated Power System Plan (IPSP) hearing, accepting the OPA's request that it not continue hearing witnesses until the re-filing occurs. The Board found it would be premature to continue with hearings until such time as the OPA re-files the revised IPSP based on the supplementary directive issued by the Ministry of Energy and Infrastructure on September 17, 2008. The proposed date for the OPA to re-file a revised IPSP plan is March 16, 2009. As an interim step, the Board has requested a written update be submitted to all parties on November 30, 2008, on the status of the plan updates and the proposed timeline to resubmit. The Board’s oral decision begins on page 205 of the transcript of the October 2, 2008 hearing.
