Multi-year Electricity Distribution Rate Setting Plan Selection of Electricity LDCs for Rebasing (EB-2006-0330)
Last year the Ontario Energy Board announced that it had established a multi-year electricity distribution rate setting plan for the years 2007 to 2010. As part of this plan the Board would identify which electricity distributors will be rebased for each of 2008, 2009 and 2010. The resulting rates will be the basis on which the subsequent multi-year incentive regulation mechanism will be applied.
As such, the Board has issued a Report that describes how the Board will map electricity distributors into three groups for rebasing and the setting of rates for each of 2008, 2009 and 2010 (Mar 12/07). The list of distributors proposed for rebasing of rates for 2008 selected in accordance with this process is provided below (Apr 4/07).

Today, the Board issued a letter to all licensed electricity distributors and all other interested parties providing the final lists of electricity distributors whose rates will be rebased in 2009 and 2010 and requesting a letter by April 18, 2008 confirming that they will file a test year rate application for the particular year chosen. Today, the Board posted two letters of comment received in response to the list of electricity distributors proposed in the Board's letter of January 2, 2008 for rebasing in 2009 and 2010. |

Today, the Board issued a letter to all licensed electricity distributors and all participants in proceedings EB-2006-0088 and EB-2006-0089 proposing that 29 electricity distributors be the group to have their rates rebased for 2009 rates and 30 electricity distributors in 2010. Parties wishing to comment on the proposed lists should direct their submission to the Board Secretary by 4:30 p.m. on Monday January 21, 2008. The Board expects to publish its final list of those distributors to be rebased for purposes of 2009 and 2010 rates by mid February 2008. |

Today, the Board issued a letter requesting electricity distributors that have not been selected for rate rebasing in 2008 and wish to self-nominate for rebasing in 2009 to submit a request letter to the Board Secretary by 4:30 p.m. on November 23, 2007. Distributors that have already self-nominated for rate rebasing in 2009 do not need to resubmit a self-nomination request. A preliminary list of electricity distributors whose rates are expected to be rebased in 2009 will be issued for comment in January, 2008. The Board expects to issue the final list in February, 2008. |
