Regulated Price Plan (RPP) - (RP-2004-0205)

At the request of the Minister of Energy, the Ontario Energy Board developed an electricity price plan that provides stable and predictable electricity pricing, encourages conservation and ensures the price consumers pay for electricity better reflects the price paid to generators. Effective May 1, 2008, eligible consumers pay 5.0 cents per kilowatt hour (kWh) up to a certain threshold each month, and 5.9 cents per kWh for electricity used per month over this amount. This amount is reflected on the “Electricity” line on consumers’ bills.

The price threshold – the amount of electricity that is charged at the lower price – changes twice a year for residential consumers. The price threshold will be 600 kWh per month in the summer (May 1st to October 31st) and 1,000 kWh per month in the winter (November 1st to April 30th). Prices are reviewed and may change every six months based on an updated Board forecast and any accumulated differences between the amount that consumers paid for electricity and the amount paid to generators in the previous period.

As part of the Regulated Price Plan, the Board also sets time-of-use (or "smart meter") prices for eligible consumers of utilities that have opted to provide time-of-use pricing to its customers with smart meters. This only applies to a small group of consumers at this time. The Board also recently implemented a pilot project called the Ontario Smart Price Pilot to test the current time-of-use prices.

On July 28, 2006, the Board amended the Standard Supply Service Code to allow electricity distributors to implement new pilot projects relating to time-of-use commodity prices. The Board's accompanying July 28th Notice only referenced one written submission. In fact, the Board received eight written submissions in relation to the July 12, 2006 proposed amendments. The Board has therefore issued a further letter which addresses the issues raised in all of the submissions. The amendments to the SSS Code that were made by the Board, and came into effect on, July 28, 2006 remain unchanged.

The OEB released an updated report on the Regulated Price Plan (RPP) entitled Monthly Variance Explanation (Apr 05 - Feb 06). This report is updated each month and analyzes the factors that have contributed to the difference between the forecast electricity prices that RPP consumers currently pay and the actual cost to supply those consumers. The period from June through October accounts for approximately 95 percent of the current RPP variance.

The Board has also issued for public comment proposed amendments to the Standard Supply Service Code associated with the application of the final RPP variance settlement amount. The period from June through October accounts for approximately 91 percent of the current RPP variance.
