Retail Compliance Plan
The Retail Compliance Plan (“RCP”) has been created to verify that licensed electricity retailers and natural gas marketers are in compliance with their legal and regulatory obligations pertaining to consumer protection as set out in the Ontario Energy Board Act, 1998, the regulations made under that Act and the Board’s regulatory instruments.
An extension of the work already being done through the Board’s Retail Markets & Compliance Management unit, the RCP is expected to: promote effective oversight of the energy retail sector; increase licensee compliance; contribute to a better understanding of industry trends and best practices in relation to the business practices and processes of licensees operating in the energy retail markets; and provide the Board with improved statistical data and reporting. Implementation of the RCP is an important element in helping the Board to meet its Business Plan objective of enhancing public confidence in the energy retail markets.

The Board has released the Retail Compliance Plan Staff Report. The purpose of the RCP was to review compliance by licensed electricity retailers and natural gas marketers with the consumer protection provisions of the Ontario Energy Board Act, 1998, regulations and Board Codes. As well, the RCP staff report is intended to provide guidance to electricity retailers and natural gas marketers in relation to compliance with their various legal and regulatory obligations. |
