Smart Metering Initiative

History (RP-2004-0196)

The Board received a directive from the Minister of Energy under Section 27.1 of the Ontario Energy Board Act, 1998 (the Act) on July 16, 2004 (the Directive). In it, the Minister directed the Board to consult with stakeholders to identify options and address issues with regard to the targets. The Board was to provide an implementation plan for the achievement of the Government of Ontario’s smart meter targets to the Minister by February 15, 2005.

On January 26, 2005, the Board submitted its implementation plan on smart meters to the Minister of Energy. The proposed plan suggested the mandatory technical requirements for smart meters and the support systems distributors would require; set priorities for implementation in order to meet the government’s targets; identified regulatory mechanisms for the recovery of costs; and identified how barriers could be mitigated. In addition, the report addressed competitiveness in the provision and support of smart meters and the need for and effectiveness of non-commodity time of use rates.

The Ministry is using information from the Report in formulating its implementation plan. However, the Report of the Board is now obsolete.

The Ontario Energy Board today submitted its proposed implementation plan on smart meters to the Minister of Energy. The plan outlines a basic smart meter system in Ontario to measure how much electricity a consumer uses each hour of the day.

The Board has received comments in response to its request for further consultation.

Dec 21-04

Today the Board asked for additional comments from stakeholders on several issues raised in the Smart Meter submissions. Stakeholders and the public are invited to comment by January 10, 2005.

The Board has received submissions of the Draft Implementation Plan for Smart Metering in Ontario.

Nov 9-04

The Board has issued a Draft Implementation for Smart Metering in Ontario. Stakeholders are invited to comment by November 26, 2004.

Sep 22-04

The Board has issued a supplementary award of funding in the Smart Meter Initiative.

Announcement of Meter Inventory

The Board has issued its award of funding to participants in the Smart Metering Initative.

Aug 30-04

Stakeholder Comments on Board staff discussion paper

Jul 19-04

Board staff discussion paper on implementation of smart meters in Ontario. Stakeholder comments are due August 13, 2004.

Jul 19-04

The Board announces its plan for carrying out the Minister's Directive, and invites stakeholders to participate in a consultation process. Stakeholders' responses are due by August 3, 2004.

Jul 16-04

The Board receives the Directive from the Minister of Energy under Section 27.1 of the Act.
