Transmission Connection Cost Responsibility Review (EB-2008-0003)

The Board has initiated a consultation process to examine the issue of cost responsibility associated with the connection of generation and load facilities to electricity transmission systems. The Board has decided to examine its cost responsibility policies at this time for a variety of reasons, including the large number of connections that are expected to be required for generation facilities using renewable sources of energy.

The Board has adopted final amendments to the Transmission System Code that address issues associated with “enabler facilities” that connect renewable generation facilities to the transmission grid, including how those facilities are identified and the allocation of cost responsibility for them.  The amendments, set out in the Board’s Notice of Amendment to a Code, come into force today.

The Board has posted a Staff Discussion Paper, Generation Connections: Transmission Connection Cost Responsibility Review, which identifies and analyses issues and options associated with the connection of generation facilities to transmission systems, and a letter providing information to participants about the next steps in the consultation, including the availability of cost awards.

The Board released a draft agenda for the initial meeting of the Transmission Connection Cost Responsibility Review on February 14. Please note the new start time, 9 a.m. (coffee at 8:30 a.m.), for the meeting.

The Board also began to post written submissions and presentations filed by participants.

Jan 29-08

The Board notified participants in the Distributed Generation – Rates and Connection, Rate Design for Electricity Distributors, and Transmission Connection Cost Responsibility Review consultations of its intention to launch a consultation on distribution connection cost responsibility in 2008 and of the implications of this new initiative for the scope of the existing consultations.

The Board issued a letter to participants in the consultation providing more information about the February 14th initial meeting.
