Licensed Market Participants
In the electricity sector, the following persons must be licensed by the Board: distributors; transmitters; generators; retailers; wholesalers; smart sub-meterers; the Independent Electricity System Operator; the Smart Metering Entity; and the Ontario Power Authority. In the natural gas sector, persons who are marketing natural gas to low-volume consumers must be licensed by the Board.
Section 6 (1) of the Ontario Energy Board Act, 1998 provides that the Board's Management Committee may delegate any power or duty of the Board to an employee of the Board. The Board's Management Committee has delegated to a Board employee the power and duty to determine licence applications. Any decisions made by the employee can be appealed to the Board.
Persons licensed by the Board must comply with all of the conditions of their licence, including compliance with any of the codes listed in their licences. To learn more about compliance, read about the Board's Compliance Office.
